In June 2002, seventeen people died in a bomb explosion on a bus from Tel Aviv to Tiberius. Police were able to identify all but one of the victims, but had little clue about the last passenger. As a result, the anonymous body was buried in a grave separated from the Jewish part of the cemetery on the assumption that it was a foreign worker.

Israeli director David Ofek decided, with the help of his crew, to reconstruct the entire course of the event and ascertain the true identity of the unknown victim. During six months of filming, in a manner reminiscent of a detective investigation, the filmmakers set out for clues of the mysterious victim number 17. From a girl who got off the bus a station earlier, they are able to get a description of the victim. After publicizing the information in the newspapers, they are eventually able to discover that the victim was a Jewish settler, whose family came from Morocco.

Through the entire investigation, the filmmakers form a mosaic of the intimate, personal views of those in Israeli society who live under the ever-present threat of suicide attacks.
